Our Steering Committee

Read-On Young Readers Founder.

Originally from Washington State, Kelly lives in Northern Virginia with her husband who retired from the Air Force in 2011. She spent 17 years working for the Federal Courts in finance and IT, implementing hardware infrastructure, policies, and maintenance. She left her professional career because of the difficulty maintaining a career as a military spouse, and began dedicating her time to volunteer opportunities. Kelly has been a community organizer for several years with the Democratic Party, bringing hundreds of volunteers together for a common purpose. She has an apron business that she squeezes in around her passion for gardening.

Jill spent 15 years as an Occupational Therapist with Fairfax County Schools and now provides consulting and advocacy services for students with special needs. She loves baseball and is always up to go to a game. Making and selling beaded jewelry is her creative outlet, but her most favorite activity is playing with her young grandson.

Larry Kugler has worked nationally, and internationally in South Africa, with teachers, schools, local, state, and federal officials to improve the quality of education for all students. He uses his administrative experience as No Child Left Behind (NCLB), Title I, and Reading Recover Coordinator for Fairfax County Public Schools, one of the largest and most diverse school systems in the country, plus his years as an elementary classroom teacher, and as a Reading and Title I Specialist to help coordinate school wide initiatives, improve teaching, and maximize student learning. He is excited to participate in the Read-on Young Readers initiative.

India Franklin

India fell in love with stories at a young age. Whether she was being read to, reading herself, or watching books come alive on Reading Rainbow, the magic of stories have always brought her joy. She volunteered in pre-schools and elementary schools for several years, taught kindergarten for a year, decided to pivot to early childhood education, and then got snatched up by the government. But her love of reading remained so she started a podcast called For The Love of Reading, which enabled her to bring her favorite books to life once more for young children (and happy listeners of all ages)! She joined Read On Young Readers to continue giving back to the reading community.

Roberta Cavitt

Roberta retired from a career in international development in 2016. Long before that, she was a high school Spanish and English teacher in Kansas and Missouri. She served three years (1992-1995) as a Peace Corps Volunteer in Paraguay and 21 years as a Foreign Service Officer with the U.S. Agency for International Development (USAID). She lived and worked in Tegucigalpa, Honduras and Mexico City. She also served in Washington, DC at both USAID headquarters and the Department of State. She loves walking her dog, watching PBS television, cooking and visiting family. Roberta started volunteering with Read On Young Readers (ROYR) in 2023. She spends most of her time reading with Pre-K/Head Start and early grade students. She is currently a member of the ROYR Steering Committee.
